Wicker stated that Vladimir Putin's military campaign in Ukraine has failed to achieve significant territorial gains, capturing only 1.4 percent of Ukrainian territory over two years while inflicting 1.2 million Russian casualties, and that Putin has not weakened NATO or brought Ukraine into Russia's orbit despite his continued attacks on Ukrainian civilians.

Wicker highlighted the damage and devastation caused by Winter Storm Fern in Mississippi, noting that nearly 200,000 homes lost power, 26 Mississippians had died, and commending the community response and FEMA's assistance, while also sharing an article by former state poet laureate Beth Ann Fennelly about the storm's impact.

Wicker described how the vote-arama process works in the Senate budget resolution votes, explained that it is primarily a messaging process rather than substantive budgeting, and stated that he had discussed with members on both sides of the aisle the idea of a unanimous consent agreement to conduct these votes during daytime hours instead of into the early morning.
